When I run ps -A before clicking on "start the ansys inc license manager" I have no lmgrd process running, like you. I tried your solution but, apparently, does not work for me. License trouble: ANSLIC_ADMIN, FLEXlm not running, but two lmgrd processes running! - CFD Online Discussion Forums
